Position Summary:         RI seeks a Program Development Consultant to join its roster of qualified candidates to serve as needed to fulfill surge support anticipated throughout the year.  Ideal candidates will be available for a period of 3 Months and will work corroboratively with the Program Development Team, Regional Directors, country teams and with a direct senior-level reporting line to the Director of Program Development.  The PD Consultant will be responsible for developing a set number of concept notes and Full Proposals as well as refining Proposal Development trainings and materials. Full and part time availability will be considered.


Scope of Work:

 In coordination with PD, regional and country teams:  

  • Lead the program design for Concept Notes (CN) or Full Proposals (TBD Country and Donor)
  • Lead the preparation of CNs and Full Proposals including leading proposal writing efforts as well as costing efforts; 
  • Attend relevant meetings with Donor in relation to the NOFO/RFP/HIP release.
  • Review current proposals and reports in advance of the NOFO/RFP/HIP release.
  • Engage in needs assessment for project proposals as necessary; 
  • Maintain outreach with relevant local NGOs is applicable to applications.
  • Work collaboratively with Head of Program Development and PD team on PD orientation materials and country level guidance.
  • Provide expert level advice to newly on boarded staff to the PD team for donor best practices.


Tasks and Deliverables: The PD Consultant will:

  • Review and analyze call for proposals, ensuring it aligns with country teams design and suggest ways to adapt design to meet donor requirements.
  • Review current project documents (Proposal and Reports)
  • Lead design workshops with the Country Teams
  • Gather inputs from both Country Teams to inform project designs
  • Meet with relevant stakeholders (country team, RSO, Partners) necessary for the development of the applications
  • Lead drafting on proposal applications
  • Ensure Concept Notes, Proposals and Budgets are reviewed by TAD, RSO and GSO
  • Finalize Concepts ready for portal or email submission by Deadline
  • Edit and, as needed, design modules in PD training handbook and training modules.


There may be additional related work resulting from this effort.  Any additional work will be outlined in a new Scope of Work and contract.  


Qualifications & requirements:  This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Excellent written, verbal and interpersonal communication skills;
  • MA in international relations, business administration or other relevant field;
  • 5 years minimum experience INGO context, previous experience with USAID preferred;
  • 10 years minimum relevant work experience with progressively increasing responsibility;
  • P roven success in grant writing, net-working and liaising with field and HQ staff when necessary ;
  • Proven knowledge of PRM Concept Notes and Proposals;
