 Consultant - (Local)

 

Title:         Assess and Identify Suitable Product and Business Model Innovations to Improve Productivity in the Dairy Sector

Program: Market-Oriented Dairy (MOD) Project

Location: Colombo, Sri Lanka

Start Date:           March 15, 2024

Duration: Ten (10) days over a period of approximately two months

 

1.      Objective:

 

The objective of this consultancy is to assess and identify suitable product and business model innovations to improve productivity in the dairy sector for private sector, PPPs and as fee-for-service opportunities for the All-Island Dairy Association (AIDA).

2.      Relevance:

Sri Lanka’s dairy sector at present can only produce about 40 percent of its liquid milk requirement locally. Therefore, the country is focused on improving the overall productivity of the sector. The Market-Oriented Dairy (MOD) project, funded by the USDA Food for Progress Initiative and implemented by IESC, is developing the capacity of the stakeholders, primarily in the upstream value chain. The project is also working with the industry’s premier trade association, the All-Island Dairy Association (AIDA), to develop its capacity to provide advocacy and value to its members. As such, MOD is facilitating the development of incomes sources outside of the membership fees that would help meet industry needs as well as establish sustainable income source for AIDA activities as well as new business opportunities for its membership.  

3.      Approach:

 

Through consultative discussions with AIDA members, MOD team and other industry members, the selected consultant is first expected to understand the needs and expectations of the industry and AIDA and compile a set of potential business opportunities around the needs and expectations. These identified opportunities expected to provide a basis for a discussion in the workshop  to synthesize business opportunities in product and business model innovations for private sector, through PPPs and fee-for-service opportunities for AIDA.

4.      Tasks:

 

1.      Consultation process with AIDA membership, and other stakeholders (other industry value chain partners in the private sector, Ministry and DAPH, to identify business opportunities in product and business model innovations for private sector, through PPPs and fee-for-service opportunities for AIDA.

2.      Develop workshop structure and conduct workshop in consultation with MOD and AIDA.

3.      Document workshop outcomes and commitments by industry on implementation

5.      Deliverables:

 

1.      Shortlist of potential opportunities

2.      Workshop Structure and Plan

3.      Facilitation of the workshop

4.      Report on workshop outcomes and commitments for implementation by industry

6.      Level of Effort:

 

·         A total of 10 days to be completed within a period of two months.

7.      Administration and Logistics:

 

The MOD Project Office will book and pay for any accommodation if s/he requires travel outside of her/his home residence. MOD will pay per diem based on the project’s per diem policy. Transportation will be provided for work-related travel outside of Colombo. The consultant is required to have his/her own computer and all written products need to be in Microsoft Word, Excel, or PowerPoint. 

8.      Reporting Relationship:

 

The consultant will work closely with MOD Communications and Outreach Specialist and will report to MOD Project Director. 

9.      Qualifications:

 

Interested candidates must meet the following qualifications:

  • Sri Lankan national
  • Must possess minimum five years of relevant work experience
  • Good understanding of the dairy value chain is preferred
  • Strategic thinking, ability to synthesize requirements, structure and facilitate workshops is essential
  • Excellent communication and interpersonal skills
  • Candidate must be well-conversant in English
  • Good computer literacy using MS Office
  • As an independent thinker, must show commitment and dedication to deliver quality product
