Call for Experts – Proposal Management Services

IESC is seeking consultants to provide professional proposal management services to support IESC’s proposal development efforts. The selected consultants will work closely with IESC’s new business team and the relevant practice area team, and will manage the full proposal development process from start to finish to respond to RFPs/RFAs issued by USAID and by other donors. The consultants will manage designated proposal teams (comprising of internal staff members and external technical consultants) and delegate proposal tasks appropriately while adhering strictly to deadlines under high-pressure.

 

Duties:

The consultant will undertake all, but not limited to, the following specific tasks for proposal development and support:

 

  • Serve as Proposal Manager and manage all aspects of the proposal’s development, including preparing technical outlines; developing and distributing proposal calendar and checklist of tasks (technical and cost), along with due dates and templates to subpartner organizations; enforcing a rigorous proposal process and timely completion of proposal drafts; leading strategy and technical review sessions; and overseeing accurate and timely proposal compilation and submission.
  • Ensure internal coordination, information sharing, file sharing, file version management, and file documentation.
  • Manage the proposal team, including subpartner organizations and technical consultants.
  • Review and analyze solicitation documents and identify and highlight issues; prepare questions for submission to the Agreement/Contracting Officer.
  • Ensure compliance with all procurement requirements and address any procurement integrity issues. 
  • Recommend feasible organizational structure and assist with recruiting expat and local consultants and staff, as needed.
  • Revise proposal pieces as needed, including past performance references (PPRs), corporate capability statements, CVs and/or key qualifications statements for proposed personnel, and text box blurbs.
  • Monitor progress on proposal deliverables and maintain ongoing communication during proposal period.
  • Collate final technical and cost proposals and annexes; transmit proposal for submission and confirm arrival and receipt of entire submission prior to deadline.
  • Other tasks as may be required by the new business team to support proposal development.


Qualifications:

  • Bachelor’s degree in a relevant field such as economics, business administration, English, international affairs/development. Master’s degree a plus.
  • Minimum of five years of experience working in new business and proposal development for international development projects. Previous work experience as a business development/proposal manager is required.
  • Solid knowledge of proposal development and budgeting (including basic accounting principles and demonstrated financial management and analysis) is required.  
  • Experience managing USAID and other USG agency funded program proposals. Experience with USDA/Food for Progress programs is a plus.
  • Knowledge of and experience with USAID and other donor business processes (solicitations, tracking business opportunities, and understanding application requirements).
  • Outstanding writing, collaboration, team management, and communication skills. Fluency in English language is required.
  • Well-developed interpersonal skills and ability to deal professionally with a wide variety of people at all levels, both U.S. and international.  
  • Exceptional organizational, follow through, and time management skills; attention to detail, thoroughness and accuracy are critical.  
  • Proven experience meeting deadlines in a high-pressure work environment.
  • Strong research and analytical capabilities.
  • Experience and proficiency working with Microsoft Office Suite, Adobe Acrobat, SharePoint, and other software.
  • U.S. citizen or eligibility to work in the U.S.
