Position: Head of Sub-Office, North Darfur
Reports to: Country Director
Location: El Fasher, North Darfur, Sudan
Overview of the Position:
The Head of Sub-Office in North Darfur holds comprehensive responsibility for overseeing the office's operations, program development, and administrative tasks. This role includes supervising and mentoring the North Darfur sub-office staff, guiding program execution, and ensuring efficient administrative functions. Reporting directly to the Country Director, with programmatic oversight in conjunction with the Deputy Country Director for Programs, the Head of Sub-Office plays a pivotal role in strategic planning and implementation of initiatives in North Darfur.
Key Responsibilities and Duties:
- Direct and manage the North Darfur office's operations, programming, and administrative functions.
- Supervise and mentor sub-office staff, international, and national personnel, coordinating closely with Program, Operations, HR, and Finance departments to ensure comprehensive office functionality.
- Strategize and update operational plans, objectives, and program work plans, emphasizing support to local authorities and stakeholders.
- Oversee project management, ensuring effective audits, performance reviews, and impact assessments to align with Relief International's goals and beneficiary needs.
- Monitor financial operations, manage funds, and prepare financial reports to ensure transparency and accountability.
- Facilitate coordination and programming efforts, fostering government collaboration and inclusive stakeholder meetings.
- Spearhead proposal development for new funding opportunities, maintaining strong relationships with UN agencies, NGOs, and government bodies.
- Ensure effective cross-border operation coordination and advisory support for planning and program implementation.
- Lead monitoring and evaluation efforts, analyzing Relief International's impact and process effectiveness in the state.
- Maintain Relief International's visibility, fostering relationships with partners and stakeholders to enhance program outreach.
- Represent Relief International in coordination forums, ensuring effective communication with the Country Office regarding significant developments affecting programs.
- Manage donor relations and ensure compliance with local regulations, financial management, and procurement policies.
- Promote human resource excellence, emphasizing staff development, adherence to ethical conduct, and team motivation.
- Oversee logistics and procurement operations, ensuring safety and security protocols are rigorously followed.
Qualifications & Requirements:
- MA Degree in Social Sciences, International Development, Business Administration, or a related field.
- Significant experience (5 to 8 years) in program management, preferably in a similar role.
- Proven track record with international donor-funded projects.
- Proficiency in implementing operational systems and supporting programmatic initiatives.
- Advanced skills in Microsoft Office Suite and database management.
- Exceptional interpersonal and cross-cultural communication abilities.
- Demonstrated leadership in team management, conflict resolution, and consensus building.
- Analytical skills to identify issues and implement solutions effectively.
- Willingness to conduct field visits for technical support, supervision, and monitoring.
