CTEC seeks a Department of Homeland Security (DHS) Cybersecurity & Infrastructure Security Agency (CISA) Program Manager to manage a large $100M+ program within the agency, help grow our DHS account, and support the overall growth of our Federal Government Civilian and National Security business.

The CISA Program Manager will manage a large $100M+ program. This person will also work closely with senior members of our company and Business Development Team to execute the DHS marketing and business development initiatives, support company priorities, and help drive the overall company strategy.

The Role

The role of the CISA Program Manager is to manage a large, $100M+ contract with 100+ resources consisting of our CTEC employees and multiple subcontractors. The CISA Program Manager will also support and grow CTEC’s business serving DHS component agencies. Responsibilities include program, operational, administrative, communication, change, and knowledge management and program control. The CISA Program Manager will also support sales, client delivery, manage tasks on our DHS accounts, support our DHS team members, and DHS financial results.

Responsibilities include:

·        Effectively managing a large DHS CISA contract over $100M and 100 resources

·        Managing the following requirements on the $100M+ contract

    • Administration and Communication Functions
    • Strategic Planning and Analysis
    • Program and Project Management
    • Budget and Financial Management
    • Acquisition and Procurement
    • Program Analysis and Controls
    • Property Management
    • Data Integration
    • Information Technology Support

·        Manage client project delivery to ensure we deliver on time, on budget, and with excellent quality.

·        Support growth on CTEC’s DHS and other Civilian Government business by finding, cultivating, and closing new opportunities at new & existing DHS Component clients.

·        From the perspective of client satisfaction and deliverable quality and timeliness, help ensure the award of option year and recompetes on the $100M+ CISA contract and other existing contracts.

·        Draw on and contribute to CTEC’s core assets and competencies, and use CTEC’s asset base (technology, data, and methodologies) to deliver results with greater impact.

·        Embody CTEC core values and support corporate-wide initiatives.

·        Support the project managers of our contracts and leaders and retain and recruit talent.

·        Conduct internal monthly reviews of the $100M+ CISA contract and progress against annual plan.

·        Assist with corporate recruiting as required.

·        Attend work related conferences and industry days on occasion.

Required Qualifications:

·        Bachelor’s degree (Business, Economics, Finance, Communications; advanced degree is a plus).

·        Minimum of 10 years’ experience managing CISA programs

·        Project Management Institute (PMI) Project Management Professional (PMP) Certification

·        Demonstrated ability to manage 100+ personnel on a $100M+ contract

·        Demonstrated technical writing skills

·        Demonstrated ability to deliver exceptional quality on large Government programs and drive business growth

·        Current DHS clearance (DHS CISA clearance, preferred)

·        Domain Knowledge:

  • Deep knowledge of the Federal government marketplace, specifically DHS CISA
  • Understanding of DHS CISA and other Government agencies with complex portfolios
  • Experienced in direct communication with Senior Executive Service (SES) level DHS personnel
