Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience. About our Country Program

Relief International is one of the leading providers of healthcare services in Syria delivering healthcare to over 1 million people annually. Through a network of hospitals, healthcare centres and mobile medical units, Relief International delivers healthcare services to communities in some of the most isolated areas of the country. These services take many forms and integration with protection, starting with lifesaving care at our hospitals and clinics and woman and safe spaces. RI has a solid Syria program with over 400 direct staff and approximately 1500 indirect staff working across three main thematic sectors of intervention in Health& Nutrition, Protection and Livelihood

Job Profile

The Hub Director for Northwest Syria (NWS) plays a pivotal role in Relief International's mission, overseeing strategic planning, operational management, and leadership within the NWS region. Reporting to the Country Director, this role encompasses diverse responsibilities, including program oversight, staff management, risk mitigation, stakeholder engagement, and financial stewardship. The Hub Director's leadership and commitment are essential in driving the organization's mission forward, ensuring the well-being of vulnerable communities, and upholding the values and ethics of Relief International. This position demands a dynamic individual with extensive experience in humanitarian and development sectors, capable of achieving results in complex and challenging environments.

Key accountabilities and responsibilities

Strategy Planning and Operational Management

  •  Provide high-level strategic direction and hands-on management support for Relief International's operations in NWS in coordination with CD and aligned with country strategy.
  • Ensure day-to-day oversight and guidance for project implementation, aligning activities with organizational goals.
  • Enhance and optimize operational strategies in NWS, utilizing leadership to drive continuous improvement and successful program implementation.
  • Identify and participate in forums and meetings for the NGO sector where a strategic benefit for the organization exists.
  • Ensure seamless project support operations through well-managed processes

 Leadership and Management

  •  Provide leadership and management of national and expatriate staff. Ensure timely and quality staff performance management of directly managed staff, making sure all program team follows best practices in this regard
  •  Foster and ensure the NWS Senior Management Team (SMT) work as a team towards set objectives and in good coordination with technical counterpart at the Country Level SMT
  • Ensure compliance of program activities with donor regulations, relevant legislation, and professional standards.
  •  Lead and mentor the existing team, aligning their capabilities with organizational goals and fostering teamwork to achieve program objectives.
  •  Refine monitoring and evaluation systems for data-driven decision-making and continuous learning.
  • Foster a conducive work environment, prioritizing staff well-being and professional growth.
  • Ensure alignment of staff behaviors with organizational values
  •  In collaboration with the HR team, address disciplinary, conflict and issues within the team

 Risk Management and Security

  • Identify and report potential risks and threats associated with program activities.
  • Collaborate with Syria SMT and relevant departments to develop action plans for risk mitigation.
  • Ensure security guidelines are up to date and fully implemented

 Stakeholder Engagement and Representation

  • Represent Relief International on various platforms, engaging partners, donors, and the humanitarian community.
  • Advocate for the organization's mission and foster collaboration within the humanitarian sector.

 Financial Oversight and Reporting

  • Ensure program implementation and budget adherence to grant requirements.
  •  Report any spending deviations to Syria finance manager.
  • Monitor project spend-down plans and review budget variance analyses (BVAs) in coordination with relevant teams.

Culture and leadership

  • Ensure a positive and productive work environment that is free from harassment and bullying.
  • Ability to   demonstrate   sensitivity   and   understanding   of   diversity   and   cultural differences, gender issues and the commitment to equal opportunities.

 About you.

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • A degree in a relevant Humanitarian/Development field or Bachelor’s degree with commensurate work experience; technical experience in health, WASH, nutrition and protection strongly preferred;
  •  Minimum of 5 years professional experience in lead management implementing emergency response programs in a conflict setting;
  •  Ability and willingness to travel as needed;
  •  Solid background and knowledge of USAID ECHO and FAP Rules and Regulations  Rules and Regulations;
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  •  Excellent English-speaking skills are required, Arabic is a plus;
  • Strong English writing skills required;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  •  Excellent time management skills and resourcefulness with strong attention to detail;
  • Excellent and demonstrated skills in team management (structure, conflict, performance management and communication)
