RI is active in 16 countries around the world, including some of the most fragile: Afghanistan, Bangladesh, Iran, Iraq, Jordan, Lebanon, Myanmar, Pakistan, Philippines, Somalia, South Sudan, Sudan, Syria, Turkey, and Yemen.  Often, RI is the only organization providing assistance to highly vulnerable communities.

  • We only have some 90 ex-pat staff out of 7,000+
  • RI spent $125 million in 2019 on our programs.

RI invests in four broad program sectors:  Economic Opportunity, Education, Health, and Water, Sanitation and Hygiene (WASH).  We design our programs to incorporate The RI Way:  local participation, integrated programming, the development of civic skills, and partnerships including with local NGOs, governments, and the private sector.

RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change. 

Position Summary:

RI has a solid WoS program with over 380 direct staff and approximately 1500 indirect staff working across three main thematic sectors of intervention in Health, Protection and WASH.

The Advocacy and Communications Manager WoS supports the Country Director and the Senior Management Team to design and implement RI’s Advocacy and Comms Strategy for WoS, which aligns with the needs of Syrian population and RI’s Country Program Strategy and Core Competencies.

The Advocacy and Communications Manager represents RI at the INGO Advocacy Working Group and at any other forms and working groups as deemed necessary. She/he will work closely with WoS Program Advisers, Hub Team Leaders and the MEAL unit to gather, analyze and develop entry points and evidence-based advocacy products, reflecting on needs of conflict affected population and in accordance with IHL and IHRL. 


The Advocacy and Communications Manager will also coordinate with the Communications team at Headquarter level for any global Comms initiative and media requests to build momentum and interest on the needs of Syrian affected population. She/he will oversee developing communications and visibility materials of programme activities.


Strategy, representation and networking

  1. Coordinate RI’s Advocacy initiatives and develop and implement Country Advocacy and Communication strategy under supervision of the Country Director.
  2. Provide the SMT with strategic analysis on humanitarian and protection trends, understanding conflict dynamics and geopolitical factors that impact the delivering of humanitarian assistance.
  3. In coordination with Country Director, identify Advocacy and Communications opportunities (in country and capital level) and develop evidence-based position papers, briefing notes and program fact sheets, reflecting needs of the population and aligning with IHL and IHRL frameworks.
  4. Represent RI on specific fora and advocacy networks (Eg. WoS PAWG) within the broader humanitarian community (INGOs, UN, Donors and Diplomats) in close coordination with the Country Director.
  5. Work closely with Country Director to scope new partnerships and alliances to influence on key humanitarian issues at stake.
  6. Support the advocacy efforts of different consortia that RI is part of.

Cross-functional role

  1. Ensure that Advocacy and Communication initiatives are aligned and developed in close coordination with the Program Department, which includes the Program Technical Advisers (Health, Protection and WASH) and the MEAL department; but also linking with the Hub Team Leaders at field level.
  2. Boost the integration of advocacy as part of program development process and ensure that advocacy and communication focal points understand the implementation challenges and work closely with field program managers too.
  3. Work closely with Logistic department and S&S Manager to identify and understand different factors that hinder access of humanitarian assistance.

Capacity building and quality

  1. Technical line management of the Advocacy and Communications focal points at field level, setting up the team strategic direction, providing capacity building to the staff and following up on work plans and quality of advocacy and communication products.
  2. Ensure the team can develop high quality Advocacy and Communication products, including the drafting, editing and production of visuals.

Communications and media

  1. Update external communication guidelines for WoS and work with A&C focal points and program staff to develop visibility materials, case studies and stories for: external campaigns, RI’s website, fundraising events and networking.
  2. Supervise the dissemination of communication products and media outreach when appropriate and identify niche opportunities for specific target audiences.
  3. Regularly update and identify potential risks associated with RI’s Communication Strategy and advocacy positioning on different areas of work.


This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

Key desirable qualifications :

  • Degree in Development Studies, Political Sciences, Journalism, Law and/or any other related field.
  • Experience working in conflict affected areas and/or in complex and fragile settings.
  • Knowledge of Syria humanitarian context and Middle East geopolitical dynamics.
  • Sound understanding and knowledge of IHL and IHRL, humanitarian principle and protection principles.
  • 5 years of experience working on Advocacy and Communications position, or similar role, in a humanitarian/development context.
  • Demonstrated experience undertaking research, developing reports, advocacy and communications products.
  • Knowledge on humanitarian programs and capacity to develop entry points for advocacy.
  • Fluency in English, both written and verbal.
